Civil Engineer Appointment
Engineers base their quotes on the structural complexity, required structural system costs, risk and required supervision using the architectural concept drawings. The scope of work and level of supervision required should be clearly defined in a detailed cost breakdown during this step. The engineer is appointed as the Structural Engineer and/or Principal Agent or Project Manager (PM).

Geologist Appointment
All new development areas should have a Geotechnical or Geological Report available. Engineers use these reports to determine the type of foundation that will be appropriate for the structure. By not consulting these reports, the construction costs can be severely underquoted.

Civil Engineer Comments on Concept Drawings
The civil engineer completes a preliminary structural design based on the architectural concept drawings and identifies any critical issues.
The civil engineer determines preliminary structural element material and sizes.

Rework of Architectural Plans
The architect reworks the design according to structural requirements of the engineer, if necessary.
There can be multiple contact sessions between the architect and civil engineer to determine the most cost effective design.

Detailed Design of Structural Elements
Most municipalities require detailed designs before approving structures located on problem soils (dolomite, clay, etc.)
The engineer designs all structural elements and supplies specifications and Bills of Quantities (BoQ) for these elements. The engineer may supply BoQs for all construction elements, if appointed as the PM.

Plans Sent for Approval
The plans (designs) are submitted to the Local Authority for approval and building permits. These plans must be signed by a professionally registered civil engineer (with ECSA) and architect before submission.
It is mandatory for the engineer, who is responsible for the structural system, to sign the plans.

Structural Construction

Main Builder/Contractor Appointment
All plans and specifications are sent to contractors or builders to quote on the construction of the structure.
The engineer can assist in contractor selection if he/she is appointed as PM. Contracts, payment methods, project plan, quality control, milestones, etc.

Site Handover to Builder/Contractor for Site Establishment
Security fencing, connections to municipal services, and site layout.
The site (stand) is handed over to the contractor for site establishment which include security fencing, connections to municipal services and site layout.
The engineer can assist in site management, if appointed as PM.

Foundation Structure
The foundation structure includes the compaction of backfilling material (to provide a level working surface), trenching of the foundation, sewer system and boundary walls. Reinforcing steel is also placed on site.
The type of foundation is determined and designed in detailed design phase by the engineer. The engineer inspects the foundation compaction and reinforcing steel layout prior to casting concrete. The engineer also evaluated the concrete for quality. A Foundation Certificate is issued after casting and approval of the foundation. The engineer oversees the overall quality control of the foundation layout if appointed as the PM.

First Floor Level
The first floor level, if applicable, mainly includes the construction of a reinforced concrete slab.
The engineer inspects the reinforcing steel layout before concrete is cast. A first floor slab and stair Certificate issued after casting and approval of the concrete. The engineer oversees the quality control of layout and finish if appointed as the PM.

Roof Level
The roof is constructed after the walls and supports are completed.
Most roof truss suppliers design roofs themselves. Engineers sign-off on the roof structure if the roof supplier does not have an in-house engineer. A structural certificate can be issued, subject to the professional opinion of the engineer, for the roof structure if it is built according to specification and building regulations.

The roof is constructed after the walls and supports are completed.
Most roof truss suppliers design roofs themselves. Engineers sign-off on the roof structure if the roof supplier does not have an in-house engineer. A structural certificate can be issued, subject to the professional opinion of the engineer, for the roof structure if it is built according to specification and building regulations.

Finishes
Finishes (plaster, paint, cupboards etc.) and other aesthetic features are installed according to the client specifications.
The engineer oversees the quality control and subcontractor payment control if appointed as the PM.

Close Out

Project Closure
The final touches, such as the landscaping and pavement installation, are done.
The engineer inspects the area for stormwater surface flow potential. The engineer issues the Final Certificate if all is in order.
